There is now a quiet walk leading up to the rear of the mill where some three quarters of a million dollars is being spent for renovation. Visitors now pay a small admission charge. Leading the spectacle, a prelude to the Rose Bowl football game between UCLA and Michigan, will be former Los Angeles Rams star and TV actor Merlin Olsen, the Tournament of Roses Grand Marshal, and Rose Queen Suzanne Gillaspie.

St. Helena commerical. entry. White chrysanthemums and pink roses were used to depict eloquently sculptured scallop sea shells cradling two swans set off by a delicate arrangement of lace, ribbons and plumes. TransAmericas Triumph! won the grand prize as the most beautiful commercial entry.

The float, created with anthurium, bird of paradise, dendrobium orchid plumes, and 36,000 carnations depicted the victory of St. George against a fire-spewing dragon. The city of St. Louis entry, Oktoberfest, won the national trophy for the best U.S. noncommercial entry from outside California.

The float depicted a Bavarian village with dancers swirl ing to the oomph-oomphoomph of a six-piece German band under a clock flowered with pompon, silverleaf, eucalyptus and lunaria. Singapore Airlines Singapore the Festival City won the international trophy. The entry showed lions, dancers, musicians and acrobats performing on ormnamen-tal dragon boats colored with red carnation petals, bells of Ireland, yellow marigold petals and thousands of pink and red roses. As of 5 a.m., police had arrested 233 of the early parade-goers for misdemeanor violations, mostly alcohol-related, and 12 others for felonies, mainly drug-related offenses and assaults that did not result in serious injuries. One person was arrested for armed robbery.

Rejoice is the theme of the 1983 parade, which will feature 60 floats completely covered with flowers along with 22 marching bands and more than 200 prancing horses from throughout the nation starting 8:30 a.m. PST. Each float costs between $40,000 and $120,000, and will parade 5Va miles in a two-hour procession before being retired for a weekend of viewing along city streets. The displays range from a 25-foot high, 50-foot long model carousel horse made up of more than 75,000 flowers as well as walnuts, almonds and pecans to the entry of the Mexican government, which will feature Los Angeles Dodgers pitching star Offers Fitness Programs PASADENA, Calif. Beginning today, federal excise taxes on cigarettes double, from 8 cents to 16 cents a pack. The U.S. tax on telephone service triples, from 1 percent to 3 percent. Over the course of 1983, payroll contribution requirements for Social Security will increase by more than $220 for wage earners who pay the Comes New Taxes to $3,000 a year, to partly offset the so-called marriage penalty. The first stage of the marriage penalty relief took effect in 1982, when couples, whether or not they itemized deductions, were permitted to deduct 5 percent, up to $1,500, of the lesser-earning spouses income.

All taxpayers will get a 10 percent cut in income-tax rates, beginning July 1 when the final stage of President Reagans three-year, tax-cut program takes effect. The Social Security payroll tax rate, paid by both employers and employees, will remain at 6.7 percent in 1983. But the maximum amount of earnings taxed will rise to $35,700. In 1982, it was $32,400. That means the top tax will rise $221.10, to $2,391.90 in 1983.

Victim Services Sexual Assault ictim Services will have its first meeting of the year Monday at 7 p.m. in the Volunteer Center, 1801 Oak St. Persons interested in becoming volunteers should attend. The organizations provides a 24-hour hotline and accompanies victims through hospital and criminal justice procedures, while offering crisis counseling, group support and financial reimbursement. Speakers for community events are available.

Services for the hispanic community will be a priority during 1983, the group announced. CPR Course Offered A course in cardio-pulmonary resuscitation will be offered to upvalley residents next week. The Silverado cahpter of the American Red Cross will hold the class from 5:30 to 9:30 p.m. on Tuesday and Wednesday at Vintage Hall. There will be a small fee to cover materials.

For additional information, call the Red Cross at 963-2717. Water Director The Carneros Water District will be selecting a new director Monday and any landowner in the district is eligible to apply. Candidates should prepare a letter explaining their qualifications and desire to become director and either mail it or take it to the 8 p.m. meeting at 1400 Duhig Road. If there is more than one applicant, a committee of the district board members will decide on the new director.

A bit farther down the road April 1 Americans will have to pay another nickel a gallon for gasoline and diesel fuel to cover a rise in the federal tax to 9 cents per gallon. By July, they will find 10 percent of their interest and dividend income is being withheld for tax purposes.

In addition to higher taxes, Americans will be allowed fewer deductions for medical expenses and casualty losses incurred during 1983. But there also will be some relief. He was a native of Fox, born Aug. 6, 1912. Mr. Holland lived in Napa for 18 years, working as a welder at Basalt Rock Company. He moved to Los Molinos in 1980.

Survivors include three sons, Alvis Jr. of Los Molinos, William of Napa and Robert of Pittsburg; four brothers, Joe of Klammath River, R.J. and James of Tooele, Utah, and Robert of Albuquerque, N.M.; two sisters, Mildred Warnock of Tooele, Utah, and Ruby Roberts of Carson; his mother, Edna Holland of Tooele, Utah; and three grandchildren. Funeral services will be held Monday at 1 p.m. at Chapel of the Flowers in Red Bluff, 816 Walnut with interment to follow at Los Molinos.

Cemetery. Arms Control Specialist Will Address Napa Group ST. HELENA Two programs to help people get physically fit will be offered by the St. Helena Recreation Department next month. A prenatal-post-partum exercise class will be offered each Tuesday and Thursday from 6 to 7 p.m., with participants charged $20 per month.

The class starts Tuesday, with women able to join at any time. "Taking Charge of Your Weight and Well Being" will start Monday, Jan. 10, at 7 p.m. in the Carnegie Building. News New Term On Board Jack Cunningham has been reappointed by Gov.

Edmund G. Brown Jr. to a new three-year term on the Napa State Hospital Advisory Board for the Mentally Disordered. A member of the board since 1976, Cunningham has been board chairman since 1977. Cunningham is the executive director of the Solano-Napa Agency on Aging which coordinates a variety of state and federally funded programs for older citizens.

UCP Telethon Steve Leon-Guerrero, a Pacific Telephone worker, will be Napa-Solano chairman of the Weekend with the Stars Telethon for United Cerebral Palsy on Jan. 22-23 on Channel 7. Guerrero will supervise the Vallejo telephone center where volunteers will accept pledges from Napa and Solano counties. The telethon is being hosted nationally by John Ritter, star of ABCs Threes Company. Deductible Increase The Medicare hospital insurance deductible will increase from $260 to $304 in 1983, the local Social Security office announced.

This additional cost to persons who are hospitalized reflects the rising cost of health care, officials said. Also increased are certain per-day amounts that individuals are responsible for under hospital insurance. For the 61st through the 90th day of inpatient hospital care, insurance will pay for all covered services except for $76 a day in 1983. The 1982 figure was $65. Some additional fees have also risen.

Mrs. Thomas was born and educated in Michigan. She was married to James Thomas in Saginaw, April 15, 1919 and they lived there until 1944, when they came to California and settled in the St. Helena and Angwin area of the Napa She worked for awhile at the St. Helena Hospital as an LVN and then for 13 years at the Veterans Home Hospital, in Yountville until her retirement.

Her husband passed away in 1978. She was a member of the Pacific Union College Seventh-day Adventist Church at Angwin. Survivors include one son, James Thomas of Napa; four daughters, Gwen Redfem of Napa, Ellen Ter-covich of New Mexico, Doreen Allred of Angwin, Myrna Del Fiorentino of Napa; two nieces, 17 grandchildren and 20 great-grandchildren. Private graveside services will be held on Monday, at the St. Helena Cemetery.
