WASHINGTON (UPI) With time apparently running out, supporters of a constitutional amendment requiring a balanced federal budget are making a final push to bring the measure to a House vote. The amendment has been stalled in the House Judiciary Committee, but supporters have filed a discharge petition that would bring the amendment to the House floor. The Senate has passed a different version of the proposed constitutional amendment. Those charges have been the focus of a grand jury investigation for the past few months. Califano has talked with Attorney General William French Smith and met with FBI Director William Webster to discuss his relationship with the Justice Department and federal investigators, the Post quoted sources as saying. Those sources also told the Post that over the past 10 days Califano's office has been recruiting staff and establishing relationships with federal investigators. The Post said Califano has appointed Richard Cotton, a partner at Califano's Washington law firm, as deputy special counsel, and a temporary executive assistant John Hughes.

Hughes is a first year law student working in the special counsel's office for five weeks, the Post said.
