The NAPA REGISTER-3 peeeh Dm United Press International Customers in a San Francisco restaurant cursed the bartender who wanted to hear President Reagans speech, but in Georgia a real-estate man said Reagan deserves a chance. Waitresses were upset about provisions in the tax bill Reagan supports under which tips would be more stringently taxed, and tobacco farmers worried that a higher cigarette tax will make smokers cut back on their packs. Not too many kept quiet to listen to the man, said Mel Lamperti, manager of Raffles Restaurant and Bar in San Francisco. When I asked some customers to please keep quiet because I wanted to listen to what the president had to say, I got an onslaught of profanity. One customer angrily told Lamperti: "That son of a takes my lunches and my dinners and now he wants even more.

Im not going to listen to him. A Los Angeles waitress wasnt much happier, because provisions of the $98.3 billion tax bill assume 8 percent of a restaurants gross receipts are in tips and will tax them. A stiffer watch on reporting of tip income? Theres no way to do it, said Katy Crowe, who serves at the Redwood Second Street Saloon. "I dont put my cash in the bank. I live on it, day today.

Madeline McKay, 31, of San Francisco, who lost her waitressing job six weeks ago, called the tip provisions just unfair and also disliked the bills requirement that 10 percent of all interest income greater than $150 be subj ect to tax withholding. House rules provide that the amendment can only be brought to the floor on the second and fourth Mondays of the month and it must be filed seven legislative days before coming to the floor. There have been some estimates that from today on we would no longer have the seven legislative days, said Harry Nicholas, aide to Conable. But were not conceding that the issue is dead this session. Because Congress is aiming to recess Friday until after Labor Day, the requirement for seven legislative days after filing appears to eliminate consideration of the amendment on the second Monday in September. And the fourth Monday is a holiday, as is the second Monday of October.

Nicholas said the coming recess has not yet been firmly set. If Congress were to get bogged down on key bills this week the session might last longer than expected, thus giving spon- WASHINGTON (UPI) -With time apparently running out, supporters of a constitutional amendment requiring a balanced federal budget are making a final push to bring the measure to a House vote.
